CITY COUNCII.I��IUTES <br /> MONDAY. JULY 29, 1996 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen hfichael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William Ivfitchell, Kent N. <br /> I�fittelberg, and William F. Oliver. All seven members were present. Mayor Howiey declared a <br /> quorum present. <br /> The only item of business was a discussion relative to the selection of a person to fiIl a <br /> public office - namely, City Manager. City Council discussed maldng a forrnal offer to Scott S. <br /> Randall, village manager of Streamwood, Illinois. No formal action was taken. <br /> Councilman Carrigan moved the meeting be reopened to the public; seconded by <br /> Councilman Foster, and on call of the roll, Councilmen Carrigan, Foster, Jacobs, Mitchell, <br /> Mittelberg, Oliver, and I�iayor Howley voted aye.
