Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works
Keith D. Alexander, Lake Manager
SUBJECT: City Farm Properties Management Recommendation
There are two City-owned properties which are readily available for agricultural production.
They are the DeWitt County wellfield and Oakley Township sediment retention site. Both
properties were used as farm ground prior to City purchase. When practical, they are still
managed as crop land. Currently, the DeWitt property is leased to John Huisinga with a 5-year
lease expiring February 28, 1997. The Oakley site has not been farmed since 1992, when the
retention site was constructed. The Illinois Department of Agriculture response to the City's U.S.
Army Corps of Engineers permit application for the Oakley site states that they prefer the
property be reclaimed for fanning after the "site has properly dried". The pernut expires on
December 31, 2001.
There are three basic alternatives for managing the properties for agricultural production:
1. Continue/renegotiate the current lease with Mr. Huisinga.
Advantages
Relatively simple to implement.
Mr. Huisinga has background knowledge of the farm and surrounding properties.
Mr. Huisinga has been a good performing tenant.
