I. SCOPE OF SER��ICES: PROPOSED �VORti PROGR�II Economic �ctivities The proposal is to provide two kinds of service to the City. First- Assistance with the a(ready awarded HUD Section lOS loan juarantee. • Be,in to develop a detailed implementation strate�y and timetable. • Assist �vith acquisition and relocation issues. • Seek out private developers and financin� for the project. • D v 1 r f r a for the develo ment. e e o 0 o mas and bud ets PP � P • Secure required public and private commitments to comply �vith HL'D requirements. • Fulfill all required legal commitments in the HLTD l OS approval letter. • Insure the ade uac of collateral and cash flow to rotect the Citv's interest and the �l Y P , Citv�s CDBG allocation. • Assist the City in meeting the HUD 108 appro��al deadline of April, 1997. ' a a Assess existin�, pro�rams and procedures for impact on econorruc development. • Insure procedures encourage private sector support and participation. • Relate CDBG activities and HOME funding to the City's HUD Section 108 loan proaram for community development • Provide detailed written assessment/ recommendation. The proposed time frame is six months. Compliance by the April, 1997 deadline is critical, or the securin� of an extension. Our proposal is for 4-5 on site days monthly. Unlimited phone and other access, with all reports and recommendations drafted and reviewed by the City. In addition, we would assist the City with negotiations up to and including on site meetin�s in Washin�on, DC if necessary. NDC �vould also be involved in all neQotiations with developers and others re�ardinQ CDBG or HUD 108 loan affected projects. IL TERVI OF CONTRACT The term of this A,reement shall commence on January �, 1997 and end July 31, 1997. Eligible costs incurred during the term of the contract but prior to its e.r-ecution shall be eligible for reimbursement. 2
