RESOLUTION NO. R2016-42 <br /> RESOLUTION AUTHORIZING MUNICIPAL DISPLAYS OF PUSLIC <br /> A.RT <br /> WHEREAS,the City of Decatur recognizes the public interest in supporting the <br /> integration of public art to be placed on the public rights of way and other public grounds <br /> or facilities, and; <br /> u <br /> WHEREAS,a vital component of such integration is to bring art into the public <br /> realm and therefore make art more accessible to the general public; and to enhance the <br /> collective environment of particular sites,making the community a more desirable place <br /> to live and do business;and <br /> WHEREAS,through public art this City Council wishes to attract and focus the <br /> attention of visitors, creating an atmosphere that celebrates the community's culhue, <br /> thoughtful expression,and enhanced environment,and; <br /> WHEREAS,the integration of public art has been shown to improve the livability <br /> of a particular area and in the Decatur community builds upon the recent efforts of the <br /> City's$14 Million Downtown Streetscape Project and would be akin to other existing <br /> public art displays including the Looking for Lincoln Structures and the acclaimed"From <br /> the Cottonfield to the Battlefield"as produced by noted artist and sculptor Preston <br /> Jackson. <br /> WHEREAS,public art has the ability to improve local tourism which can lead to <br /> an increase in local tax dollars to support critical public services and improve the <br /> attractiveness of a community and; <br /> NOW,THEREFORE,BE IT RESOLVED,BY THE CITY COUNCIL OF THE <br /> CITY OF DECATUR,ILLINOIS: <br /> Section 1.That the City Manager be,and he is hereby,authorized and directed to <br /> cause to be placed on the public rights-of-way,city owned facilities and equipment and <br /> other public grounds such signs,banners,markings,vinyl wraps and other <br /> acknowledgements,as to said officer appear proper and appropriate to promote the <br /> Decatur community,its events,history,culture, landmarks and other uniquely Decatur <br /> representations in the areas of the arts,history,music,community events,recreational <br /> opportunities,and special attractions, among other categories that will encourage pride in <br /> the Decatur community <br /> PRESENTED and ADOPTED this 18�'day of April,2016. <br /> Julie Moore Wo e,Mayor <br /> Attest: <br /> ��/��� <br /> Debbie Bright,Ci Clerk <br />
