City of Decatur Mobile Data System Acceptance Test Plan
COVERAGE VRIFICATION ACCEPTANCE TEST
Overview
The objective of this test is to demonstrate that messages can be transmitted over the RF
network with a reliability of 95%within the coverage area specified by DATAxADo.
In order to verify that the RF reliability is met,the area within the City coverage contour will
be divided into approximately 50 equally sized test grids. Within each grid,three(3) test
locations will be randomly selected for verification of both up-link and down-link RF
reliableness for a total of approximately 150 test locations.
DATA1z.Do will test the system in its proposed configuration.DATARADIO is responsible for
achieving the test objective as long as there are no alterations to the system specifications.
This test specifically excludes areas of poor RF coverage as identified by DATAxDo's
propagation prediction plot to give less than 95%area reliability. Also excluded are
underground parking lots, underpasses that dip below grade and areas shadowed by
uncharacteristically large man-made structures. Also, locations where unusually high levels
of environmental noise exist may be excluded, since they will cause an uncharacteristic
degradation in the sensitivity of the mobile receiver. .
The test team will consist of at least one authorized representative of the City and one or
more DaTAx.Do employee(s).
Coverage Area and Test Point Selection
The Ciry service area will be blocked into equally sized test grids. Ten inbound and 10
outbound test transmissions will be made at each test location. Prior to the commencement
of the test,DATAxADo will provide the City with a suitable map showing the test grids. The
specific test locations used within a given grid will be randomly selected by the vehicle test
team during the test. A valid test location is as defined above in the Overview section.
Should the occasional grid not be accessible,DATARADIO and the city may agree to omit the
inaccessible grids from the test procedure.
Test Procedure
Prior to the test,DATARADIO personnel will verify that the mobile data device and radio in
the test vehicle supplied by the City are operating satisfactorily as per the mobile equipment
checklist provided in this section.
The primary coverage test will consist of 10 up-link and 10 down-link test transmissions
performed at each test location in each of the 50 test grids. All test transmissions will be
initiated by a City representative. The vehicle speed (traffic conditions permitting) during
test transmissions should be between 10 mph and 30 mph.
Ten of these test transmissions will be performed.A test transmission will consist of one
press of the transmit(TX)key on the mobile data device. This will initiate the first
transmission and up to three automatic retransmissions. The reception of an
:VT/I?/O"
5
