, ' ,
COUNCIL MEMORANDUM
96-72
November 26, 1996
TO: Honorable Mayor Terry M. Howley and
City Council Memb rs
FROM: James L. Williams ., City Manager
SUBJECT: Agreement for Crossing Guard Services
Attached is a resolution authorizing an agreement with Western Staff Services to provide school
crossing guard services.
Under the agreement, Western will provide services at 16 locations in the City. iestern will be
responsible for hiring, supervising, compensating, training, and managing the staff to provide the
service. The City will be responsible for employee background checks, safety equipment, and
some initial training.
The initial period of the contract is for 6 months to cover the second semester of the school year.
Subsequent contract periods are for one year. Based on the quoted rates and anticipated service
needs, staff projects the total contract cost to be about $84,000. The budaet impact of the
current method of providing service is about $88,000, a possible savings of $3,000 to $4,000.
The Police Department indicates that contracting the service will free up staff time far the
Lieutenant currently administering the program. It is anticipated the contractor vill employ the
City's current guards at their current wage rate.
Staff indicates the attached agreement is still in rough draft form and expects to substitute a final
draft version prior to your meeting on Monday evening. Staff anticipates only minor language
changes, addressing invoicing procedures and monthly reporting due dates amon, other items, in
the final draft agreement.
Please let me know if I can answer any questions or provide any additional information.
