Wilhelm, Municipal Services Manager , SUB7ECT: Patchmaster Bid uestion Q In response to questions raised by Councilman Oliver at the September 30, 1996, meeting, City Staff has investigated his concerns. The following information summarizes our findings, conclusions, and recommendations. In 1986, the City of Decatur purchased a "Patchmaster" machine. This machine permits us to � maintain asphalt streets year-around. It has a large heating panel which heats the existing surface f n in h and a half. B doin this we actuall rec cle the of the pavement to a depth o about a c y g , y y asphalt in the existing pavement, saving the City the cost of purchasing new asphalt. The recycling of asphalt also has an ecological benefit to the City by reducing the amount of material that goes to the landfill. Typical repairs would include, but are not limited to, large pothole repair, utility cuts in the pavement, raised joints, and depressions. ' i lr 'r illin We have had excellent results using the Patchmaster. Some of the irut a epa� s are st good condition. The heated material storage bin makes it possible to do repairs in the winter , when we are unable to et hot mix as halt. This is trul a one-of-a-kind machine. g P Y The equipment that Councilman Oliver refened to is a "spray patching" machine. It is used for patching small potholes. It is similar to another machine (Porta-Patch) that we have in our fleet and use for this purpose. The Porta-Patch machine is also due for replacement. However, we have not yet determined the best type of replacement. � I
