Smith,Water Production Manager <br /> SUBJECT: NWTP-Sludge Disposal <br /> City Project 9642 <br /> The City's Water Production Division has, subject to receiving Illinois Environmental <br /> Protection Agency (IEPA) approval, arranged to dispose of approximately 5,000 tons of sludge <br /> from the North Water Treatment Plant. The sludge will be hauled to a mine reclamation site in <br /> Jeiseyville, Illinois where it will be used to cap off a former mine site prior to the final placement <br /> of topsoil. Jeiseyville is located immediately southeast of Kincaid approximately 40 miles <br /> southwest of Decatur. <br /> John Smith, the City's Water Production Manager, is expecting to receive the IEPA approval <br /> within the next month. After the permit is received, the contract will be executed and the <br /> Contractor will begin hauling the sludge. This matter is brought to Council in advance of <br /> receiving the IEPA permit to be prepared to execute the contract upon receipt of the IEPA permit <br /> and reduce lost time in having the Contractor start work. Time will be critical as the work at the <br /> reclamation site is expected to be completed on or before December 1 of this year depending on <br /> the rate of progress and weather constraints. <br />
