Smith,Water Production Manager <br /> SUBJECT: SWTP-Lagoon No. 2 Repairs <br /> City Project 9613 <br /> The bulkhead at the South Water Treatment Plant-Lagoon No. 2 requires repairs. This <br /> lagoon is used to store and dewater lime sludge from the treatment plant prior to the material <br /> being removed for disposal. The embankment between the river and the lagoon was saturated <br /> from this year's wet spring. This caused a seepage problem to develop from inside the lagoon � <br /> towards the river. The seepage caused cavities to form on both sides of the bulkhead in this area <br /> and threatened to undercut the bulkhead. When the problem was noted, the City's Water <br /> Production Division contacted Bainbridge, Gee, Milanski & Associates (BGN� to investigate the <br /> problem and determine the necessary repairs to the lagoon and bulkhead. <br /> The repairs recommended by BGM essentially involve excavating, cleaning and preparing the <br /> area on both sides of the bulkhead and constructing a concrete "plug." On the basis of these <br /> recommendations, staff prepared contract documents and advertised the work for bids. Bids were <br /> received and opened on August 22, 1996, for the subject project.
