STAFF REPORT
Decatur City Plan Commission
COMMON NAME: 1310 North Summit Avenue
GENER.AL INFORMATION
Hearing Date Apri125, 2016
Calendar No. 16-06
Property Location 1310 North. Summit Avenue
Requested Action Rezone from B-1 Neighborhood Shopping District to R-3 Single Family
Residence District
Petitioner A Step Forward, Inc.
LAND USE AND ZONING
Direction Existing Land Use Zoning Comprehensive Plan
Subject Property Office B-1 Retail
North Multi-Family Residential B-1 Retail
South Vacant B-1 Retail
East Single Family Residential B-1 Retail
West Single Family Residential R-3 Residential-Low Density
BACKGROUND
1. The subject site located at 1310 North Summit Avenue is currently zoned B-1 Neighborhood
Shopping District and consists of approximately one half(1/2) of an acre.
2. The site has a small office structure and parking that serves the office structure.
PROJECT DESCRIPTION
1. The petitioner proposes to rezone from B-1 Neighborhood Shopping District to R-3 Single Family
Residence District to allow for all those uses permitted in the R-3 District.
STAFF ANALYSIS
1. Rezoning the site from B-1 Neighborhood Shopping District to R-3 Single Family Residence would
decrease the intensity of the uses permitted on the site and not create any adverse effects on the
adjacent properties or the City as a whole.
2. The surrounding zoning includes B-1 Neighborhood Shopping District to the north, south and east
and R-3 Single Family Residence District to the west. The surrounding land uses include single
family residential to the east and west,multi-family residential to the north and a vacant commercial
structure to the south. Although, the Macon County and Decatur Comprehensive Plan shows this
area as Retail, Staff is of the opinion that the uses permitted in the R-3 District are compatible with
the surrounding uses and zoning districts.
