Excerpts from Plan Commission Meeting of Apri125, 2016:
Cal. No. 16-06 Petition of A STEP FORWARD, INC, to rezone
property located at 1310 NORTH SUMMIT
AVENUE from B-1 Neighborhood Shopping
District to R-3 Single Family Residence District.
Ms. Stickle presented the recommendation of staff:
The subject site located at 1310 North Summit Avenue is currently zoned B-1 Neighborhood
Shopping District and is approximately one half(1/2) of an acre in area.
The site has a small office structure and parking that serves the office structure.
The petitioner proposes to rezone from B-1 Neighborhood Shopping District to R-3 Single
Family Residence District which would allow for all those uses permitted in the R-3 District.
Rezoning the site from B-1 Neighborhood Shopping District to R-3 Single Family Residence
would decrease the intensity of the uses permitted on the site and not create any adverse effects
on the adjacent properties or the City as a whole.
The surrounding zoning includes B-1 Neighborhood Shopping District to the north, south and
east and R-3 Single Family Residence District to the west. The surrounding land uses include
single family residential to the east and west, multi-family residential to the north and a vacant
commercial structure to the south. Although, the Macon County and Decatur Comprehensive
Plan shows this area as Retail, Staff is of the opinion that the uses permitted in the R-3 District
are compatible with the surrounding uses and zoning districts.
Staff recommends approval of the rezoning.
Section XXIX. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a
public hearing on a rezoning request, and then forward its report and recommendation to the City
Council for final approval. A motion to forward Calendar Number 16-06 to the City Council
with a recommendation for approval is suggested.
Mr. Jeremy Maupin, petitioner, was sworn in by Mrs. Poland.
Mr. Maupin stated there are currently three (3) CILA homes in the Decatur area. This is an ideal
location to place the individuals into a more residential setting and help them become as
independent as possible.
There were no questions and no objectors present.
It was moved and seconded (Harris/Frantz) to forward Calendar No. 16-06 to the City Council
with a recommendation for approval. Motion carried unanimously.
