DEVELOPMENT SERVICES MEMORANDUM <br /> No. 16-11 <br /> Apri127, 2016 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Suzan Stickle, Senior Planner <br /> SUBJECT: Rezone 2882 North Dinneen Street from M-2 Heavy Industrial District to M-1 <br /> Intense Commercial/Light Industrial District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning to M-1 <br /> Intense Commercial/Light Industrial District. The City Plan Commission voted 9-0 to <br /> recommend approval of this petition at the April 25, 2016 meeting; the minutes of the meeting <br /> are attached. <br /> BACKGROiJND: The subject site located at 2882 North Dinneen Street is currently zoned M-2 <br /> Heavy Industrial District and consists of approximately 8.2 acres. <br /> The site has a large commercial structure as well as accessory structures and parking that serves <br /> the commercial structure. The subject site was the former location of the AIW Hall. <br /> The petitioner proposes to rezone from M-2 Heavy Industrial District to M-1 Intense <br /> CommerciaULight Industrial District which would allow for all those uses permitted in the M-1 <br /> District. <br /> Rezoning the site from M-2 Heavy Industrial District to M-1 Intense CommerciaULight <br /> Industrial District would decrease the intensity of the uses permitted on the site and not create <br /> any adverse effects on the adjacent properties or the City as a whole. <br /> The surrounding zoning includes M-2 Heavy Industrial District in all directions, however, there <br /> is considerable M-1 zoning along Pershing Road just north of the site. The existing use of the <br /> property is a permitted use in the M-1 Intense Commercial/Light Industrial District. The existing <br /> use is compatible with adjacent uses to the north. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Commission Meeting. <br /> INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical <br /> Review Committee; Planning, Engineering and Fire. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 424-2786 <br /> or at sstickle@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
