remove Backup water from properiy,final disposition of Backup water(i.e. receiving
waters of Backup),measures used to mitigate environtnenta!harm if Backup water is
untreated,and actions taken to mitigate future Backups. Respondent shall submit the
quarterly Backup summaries to EPA on January 31,Apri130, July 31,and October 31 of
each year to the address Iisted in Paragraph 60. Respondent shall inform EPA of the date
when the enhanced Backup data documentation program is implemented.
46.Within 180 days of the effective date of this Order,Respondent shall submit to EPA a
Sewer Collection System Alternatives Analysis for approval. The purpose of the Sewer
Collection System Alternatives Analysis is to develop and implement altematives to
eliminate excessive UI in specific areas within the collection system, and target areas,
ca.using wet weather related Sanitary Sewer Overflows, Unauthorized Combined Sewer
Overflow,and Property Backups. The alternatives analysis shall initially address the
excessive UI areas identified in Attachment D, consistent with Respondent's"Sanitary.
Sewer Master Plan,"dated May 11,2010 and develop solutions or alternatives to
eliminate Sanitary Sewer Discharges and Combined Sewer Discharges and to reduce
Property Backups within both Respondent's Sanitary Sewer Collection System and
Respondent's Combined Sewer Collection System. When developing the Sewer
Collection System Alternatives Analysis,Respondent should consider procedures
 outlined in the 1991 EPA"Handbook Sewer System Infrastructure Analysis and
Rehabilitation"and in the"Existing Sewer Evaluation &Rehabilitation,"Water
Environmental Federaxion(WEF)Manual of Practice FD-6,ASCE Manual and Report on
Engineering Practice No. 62. The Sewer Coliection System Alternatives Analysis shall
include,but not be limited to:
a. An analysis of how existing data was used to develop the altematives and target
areas. A list of the documents used should be included within the analysis.
Existing data may include,but not be limited to:
i. Previous engineering studies;
ii. As-built Sanitary,Combined,and Storm Sewer collection system maps;
iii. ' Previous sewer system operations and maintenance data(i.e. sewer
inspection data);
iv. Existing city planning documents;
v. Sewer system monitoring data(i.e. previous flow monitoring data or lift
station flow records);
vi. Rainfall data;
vii.
