Item Coversheet Page 1 of 1 <br /> � <br /> Police Department <br /> DATE: 6/7/2016 <br /> MEMO: 16-38 <br /> TO: The Honorable Mayor Julie Moore Wolfe <br /> City Council Members <br /> FROM: Tim Gleason,City Manager <br /> James E.Getz Jr.,Interim Chief of Police <br /> SUBJECT: The purpose of this memorandum is to inform the Mayor and City Council of the application for the 2016 Justice <br /> Administration Grant(JAG)offered through the Bureau of Justice Assistance(BJA).The JAG has replaced the Local Law <br /> Enforcement Block Grant(LLEBG)that has been in place and utilized by the Decatur Police Department since 1997. <br /> SUMMARY RECOMMENDATION: It is the recommendation of the Decatur Police Department that the council review and <br /> approve the program areas listed in the background section of this memo and a Memorandum of Understanding(MOU)be signed <br /> between the City of Decatur and Macon County Board to govern the receipt,dispersal and use of the funds received by the 2016 <br /> Justice Administration Grant. <br /> BACKGROUND: This is a federal grant for municipal police departments and replaces the Local Law Enforcement Block Grant. <br /> This federal grant is administered by the Department of Justice,Bureau of Justice Assistance and passes through the Illinois <br /> Criminal Justice Information Authority.The level of funding for this grant is$30,236.00.However,the County of Macon has <br /> applied as a Disparate Jurisdiction to the State of Illinois,Office of the Attorney General and was granted disparate status.An <br /> agreement between Sheriff Tom Schneider and Interim Police Chief James Getz was reached and Macon County is receiving <br /> $7,559.00 or 25%of the JAG funds,redirected from City of Decatur funding. <br /> PROJECT DESCRIPTION:The remaining$22,677.00,are designated for use by the Decatur Police Department.The Decatur <br /> Police Department will use the funding on additional foot patrols,bike patrols,and motorized patrols in the areas where the highest <br /> number of crimes are being committed.The focus will be on criminal offenders that commit a disproportionate amount of crime in <br /> the City of Decatur.The current offering of grant funds through the BJA provides additional funds for continued overtime hire back <br /> patrols to enhance the efforts of community policing and crime prevention.The funding will be used to provide overtime hire back <br /> for bike patrols and foot patrols for the purpose of crime suppression and drug enforcement. <br /> POTENTIAL OBJECTIONS: No objections are anticipated. <br /> INPUT FROM OTHER SOURCES: Sheriff Tom Schneider and the chairman of the Macon County Board have approved the <br /> attached intergovernmental agreement. <br /> STAFF REFERENCE: James E.Getz Jr.,Interim Chief of Police,jgetz(a�decaturiLgov <br /> BUDGET/1'IME IMPLICATIONS: The timetable to use the funds is August 1,2016-August 1,2018.
