Item Coversheet Page 1 of 1 � Police Department DATE: 6/7/2016 MEMO: 16-38 TO: The Honorable Mayor Julie Moore Wolfe City Council Members FROM: Tim Gleason,City Manager James E.Getz Jr.,Interim Chief of Police SUBJECT: The purpose of this memorandum is to inform the Mayor and City Council of the application for the 2016 Justice Administration Grant(JAG)offered through the Bureau of Justice Assistance(BJA).The JAG has replaced the Local Law Enforcement Block Grant(LLEBG)that has been in place and utilized by the Decatur Police Department since 1997. SUMMARY RECOMMENDATION: It is the recommendation of the Decatur Police Department that the council review and approve the program areas listed in the background section of this memo and a Memorandum of Understanding(MOU)be signed between the City of Decatur and Macon County Board to govern the receipt,dispersal and use of the funds received by the 2016 Justice Administration Grant. BACKGROUND: This is a federal grant for municipal police departments and replaces the Local Law Enforcement Block Grant. This federal grant is administered by the Department of Justice,Bureau of Justice Assistance and passes through the Illinois Criminal Justice Information Authority.The level of funding for this grant is$30,236.00.However,the County of Macon has applied as a Disparate Jurisdiction to the State of Illinois,Office of the Attorney General and was granted disparate status.An agreement between Sheriff Tom Schneider and Interim Police Chief James Getz was reached and Macon County is receiving $7,559.00 or 25%of the JAG funds,redirected from City of Decatur funding. PROJECT DESCRIPTION:The remaining$22,677.00,are designated for use by the Decatur Police Department.The Decatur Police Department will use the funding on additional foot patrols,bike patrols,and motorized patrols in the areas where the highest number of crimes are being committed.The focus will be on criminal offenders that commit a disproportionate amount of crime in the City of Decatur.The current offering of grant funds through the BJA provides additional funds for continued overtime hire back patrols to enhance the efforts of community policing and crime prevention.The funding will be used to provide overtime hire back for bike patrols and foot patrols for the purpose of crime suppression and drug enforcement. POTENTIAL OBJECTIONS: No objections are anticipated. INPUT FROM OTHER SOURCES: Sheriff Tom Schneider and the chairman of the Macon County Board have approved the attached intergovernmental agreement.
