DEPARTMENT OF WATER MANAGEMENT <br /> Memorandum No. 2016-07 <br /> June 6, 2016 <br /> TO: Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager f <br /> Keith Alexander, Director of Water Management �j�t <br /> SUBJECT: Resolution Authorizing a Representative to Sign Loan Documents <br /> South Water Treatment Plant Clarifier Conversion <br /> City Project W1603 <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing the City Manager to sign the South Water <br /> Treatment Plant Clarifier Conversion Project Public Water Supply Loan Program documents. <br /> BACKGROUND: <br /> On February 16, 2016 the City Council authorized an agreement with Crawford, Murphy & <br /> Tilly, Inc. to engineer and design the above referenced project. A part of this work is to assist <br /> the City prepare the multitude of documents necessary for the City to obtain a Public Water <br /> Supply Loan from the State of Illinois for the project. These 20 year term low interest rate loans <br /> have been obtained by the City several times in the past to fund water capital projects. <br /> This authorization does not commit the City to obtain a loan for this project. After the project's <br /> design and cost estimate are completed later this year, the City Council will then review the <br /> project and approve a loan at that time, if so desired. <br /> This authorization is merely a formality to get the loan application process started, which takes <br /> several months to accomplish. <br /> POTENTIAL OBJECTION: <br /> None foreseen. <br /> STAFF REFERENCE: <br /> Keith Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov <br /> BUDGET/TIME IMPLICATIONS: <br /> None. <br /> Attachment <br /> cc: Ty Besalke, Crawford, Murphy & Tilly, Inc. <br /> Don Giger, Water Production Operations Supervisor <br />
