Item Coversheet Page 1 of 2 <br /> � <br /> Financial Management <br /> DATE: 6/8/2016 <br /> MEMO: Letter to Decatar City Council Financial Management Department 2016-08 <br /> TO: Honorable Mayar Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br /> Jeff Abbott,Chief of the Decatur Fire Department <br /> SUBJECT: Resolution Authorizing City Manager to Execute Agreement with Dewberry Architects,Inc.for Construction Project <br /> Management Services <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution, which authorizes the City Manager to award a <br /> Construction Project Management Services contract to Dewberry Architects, [nc. ("Dewberry") for construction project <br /> management services concerning the Fire Facility Rehabilitation Initiative. <br /> BACKGROUND: <br /> Consideration of this matter was presented to and discussed with the City Council during a Council Study Session on March 18, <br /> 2016. <br /> City Staff was directed to prepare a plan of action to proceed with the Fire Faciliry Rehabilitation Initiative and to bring such <br /> matter to the City Council for approval. <br /> The Dewberry study identified repair and maintenance issues with fire facilities, the result of the "age" of the structures, and <br /> recommended certain investment be made to secure the facilities of various structural and mechanical deficiencies that, upon <br /> correction,will secure the facilities for cost efficient operation into the foreseeable future. <br /> Furthermore, the Dewberry study identified certain fire facilities as candidates for replacement due to the age of structure and <br /> condition,whereby,replacement is a more cost efficient solution for future long term maintenance and operation. <br /> The Dewberry study identified an investment requirement on the order of$4 million over the next ten(]0)years to properly secure <br /> facilities,excluding the cost of replacement of those fire facilities where repair and maintenance is long term not sustainable.The <br /> additional cost to repair, maintain and secure these facilities is cost prohibitive due to age, condition, structural deficiency and <br /> lacking of ADA compliance. <br /> The estimated cost of replacement of fire facilities requiring replacement is on the order of$5 to$6 million. <br /> As such,City Staff has prepared a short and longer term investment approach to secure the fire facilities in the best interests of fire <br /> protection for the City and protection of City assets. <br /> The fire facility investment approach is two pronged as follows: <br /> Commence short term repair and maintenance of fire facilities in those facilities where repair and maintain is the most <br /> desirable long term and cost efficient course of action, <br /> Begin to plan for longer term replacement of fire facilities in those facilities where replacement is the most desirable <br /> long term and cost effective course of action. <br /> The short term course of action includes embarking on facility repair and maintenance investment to be conducted over the period <br /> of calendar(and fiscal)2016 and 2017. <br /> This investment would amount to an estimated cost of$2,127,500,including: <br /> Facility repair and maintenance estimated cost of$1,897,500,with details identified in the Dewberry study, <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=678 6/20/2016 <br />
