Development Services
DATE: 6/15/2016
MEMO: 16-30
TO: Honorable Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Billy Tyus,Assistant City Manager for Development Services
SUBJECT: Resolution Authorizing Execution of an amended Preliminary Engineering
Services Ageement for Federal Participation with Massie Massie &Associates for Decatur
Corridor Monument Installation Project, Project No. TE-OOD7(040))
SUMMARY RECONIlVNDATION: It is recommended that the City Council authorize
this amended agreement for required engineering and planning work for the city's ITEP
Corridors Monument Installation enhancement grant.
BACKGROUND: The State of Illinois announced that the City would be receiving a grant
of up to $1 million in early 2010 as part of the Illinois Transportation Enhancement grant
program to address the condition of local corridors. The grant provides an 80%
reimbursement for certain costs intended to be used to improve the appearance of two of the
City's primary entryways —U.S. 51 and U.S. Route 36/Eldorado Street— specifically through
the addition of monuments, entryway signage and landmarks. Massie Massie &Associates
has served as the city's consultant and project manager since the start of the project and this
amendment adds $7,213 to our esting agreement with Massie Massie &Associates for
engineering work required by IDOT to be performed by Chastain &Associates. The
additional funding brings the total contract amount to $117,213, with 80% of the cost covered
by the grant.
POTENTIAL OBJECTIONS: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
STAFF REFERENCE: Billy Tyus,Assistant City Manager for Development Services can
be reached at btyus@decaturil.gov or 217-424-2727.
BUDGET/TIME IMPLICATIONS: The amendment adds $7,213 in engineering costs to
the esting agreement. 80% of the cost ($5,770.40) will be funded through an esting grant.
