DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2016-08
June 9, 2016
TO: Mayor Julie Moore Wolfe and City Council
FROM: Tim Gleason, City Manager
Keith Alexander, Director of Water Management ;4
SUBJECT: Resolution Authorizing a Support Services Agreement with B&W Control
Systems Integration LLC for South Water Treatment Plant SCADA
System
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing a Support Services Agreement with B&W
Control Systems Integration LLC for South Water Treatment Plant SCADA System at a cost not
to exceed $38,016.
BACKGROUND:
Many of the South Water Treatment Plant's critical purification processes are operated by a
sophisticated Supervisory Control and Data Acquisition (SCADA) system. The system consists
of a large number of interconnected mechanical, electrical and digital hardware and software
components.
City staff are able to correct minor issues and perform minor repairs to the system, however,
more complex challenges must be dealt with quickly by experienced contractors.
Over the past two years B&W Control Systems Integration LLC (B&W) provided significant
upgrade and expansion services to the SCADA system. City staff were impressed with the
firm's technical expertise and overall performance. Since B&W is the firm that is most familiar
with the system, it is recommended that B&W be awarded this agreement.
B&W will provide the following services:
• Renew hardware and software support and extended warranty agreements
• Perform continuous proactive system maintenance
• Perform quarterly preventative system maintenance
• Perform reactive maintenance as needed
POTENTIAL OBJECTION: None foreseen.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, 217-424-2863 or kalexander@decaturil.gov
