As the subject site did not develop as originally envisioned, the area has started to evolve as a <br /> potential area for development of services that would complement and provide services to Wabash <br /> Crossing as well as the entire community. Crossing Healthcare has opened and spurred the <br /> potential growth of services for the other properties in the immediate area. <br /> STAFF ANALYSIS � <br /> l. Rezoning the site from PD Planned Development to O-1 Office District should not create any <br /> adverse effects on the adjacent properties or the City as a whole as the uses on the adjacent <br /> properties are compatible with the permitted uses of the O-1 Office District. <br /> 2. The adjacent zoning includes PD Planned Development District to the north, O-1 Office District to <br /> the south and west, M-1 Intense Commercial/Light Industrial District to the south and east. The <br /> adjacent land use to the north, south,and west is vacant,there is industrial use to the east. Although <br /> the Macon County and Decatur Comprehensive Plan shows this area as mixed-use- <br /> commercial/residential,these properties have been left vacant and the potential for redevelopment <br /> of these properties to their original use as residential is low. The redevelopment of these lots to <br /> permitted uses in the O-1 Office District would serve the commercial use of the mixed-use aspect <br /> well while creating a transition area between the more intensive surrounding uses and districts and <br /> the reestablished residential areas.The proposed zoning and permitted uses are compatible with the <br /> adjacent uses and zoning districts. <br /> STAFF RECOMMENDATION <br /> 1. Staff recommends approval of the rezoning. <br /> PLAN COMMISSION ACTION <br /> 1. Section XXIX. of the City of Decatur Zoning Ordinance requires the Plan Commission to hold a <br /> public hearing on a rezoning request, and then forward its report and recommendation to the City <br /> Council for final approval.
