Mayor Terry M. Howley presided; together with him being <br /> Councilmen Larry W. Foster, Lou Ann Jacobs, William Ivfitchell,Kent N. IvLttelberg, and William <br /> F. Oliver. Councilman ivfichael T. Carrigan was absent. Six members were present and one was <br /> absent. Mayor Howley declared a quorum present. <br /> The first item of business was a discussion reladve to land acquisition for a possible men's <br /> medium security correctional facility. No formal action was taken. <br /> The final item of business was a discussion relative to employment of the City Manager. <br /> No formal action was taken. <br /> Councilman Nfittelberg moved the meeting be reopened; seconded by Councilman Foster, <br /> and on call of the roll, Councilmen Foster, 7acobs, 1�Ltchell, M'ittelberg, Oliver, and Mayor <br /> Howley voted aye.
