C 0 N T R A C T <br /> THIS AGREII�NT, made and concluded this 15 th day of <br /> ,7ulv , 1996, between the City of Decatur, Illinois, acting <br /> by and through its Council, hereinafter called "Owner" , and <br /> Willoughby Excavatinq, Inc. , its/their <br /> executors, administrators, successors or assigns, hereinafter <br /> called "Contractor.
