 M:inagement Information Services Division . •
Memorandum Na 96-03
Page 2
With the delay in vIIT implementation, we have elected not to execute the previously- approved
contract with Electrocom for mobile data terminals and supporting radio frequency
infrastructure. Because of the volatility in computer prices, we deem it to be more prudent
fiscally to defer this action until a point nearer to the implementation date. We are using the ti.me
interval thus created to investigate altemative approaches, to include lease vs. buy altematives for
the RF backbone and the potential to use environmentally hardened notebook computers with
vehicle docking stations in lieu of dedicated mobile terminals. We will retum to you with
revised bids prior to any procurement action on MDT's and RF infrastructure.
In November, the new telephone system, call logging and recording systems, and dispatcher
console furniture were identified as still in the procurement process. With the finalization of the
com.munications center design, that procurement can now proceed. Enclosure 1 provides a
summary of the competitive bids received for each oF these sub-systems, as well as the estimated
cost provided to Council in November. With the exception of the call loing/recording
equipment, the lowest bid is the one recommended for purchase. The memo at Enclosure 2
provides the basis for the recommendation to go with a slightly higher bid for this equipment.
Staff will be available at the meeting to answer any questions that you may have.
RECONIlVIENDATIONS:
a. That Council approve the resolution at Enclosure 3, acceptin the bid of, and
authorizing the execution of an aeement to purchase with, Motorola, Incorporated for an
emergency telephone system, including equipment, installation, trai.n.in, shipping, and eended
mai.ntenance.
b. That Council approve the resolution at Enclosure 4, acceptin the bid of, and
authorizin the execution of an agreement to purchase with, Dictaphone Corporation, for a
logging and call check recording system, including equipment, installation, train.i.ng, shipping,
and first year maintenance.
c. That Council approve the resolution at Enclosure 5, acceptinQ the bid of, and
authorizing the execution of an agreement to purchase with, MOWCO Corporation, for eight
dispatch workstations, to include furniture, installation, shipping, and two-year warranty.
5 Encl
