lLvGEIENT SERVICES DEP.RTVIENT
1LaNGEIENT INFOR1It1TION SYSTEIS DMSION
Memorandum No. 96-04
June 26, 1996
MEMORu'VDUM FOR: Honorabte Nlayor and City Council
FROM: Daniel R Sommerfeldt, Acting City 1lanager
David S. Johnston, Manager, 1VIIS Division
James L. `i%illiams, Jr., Potice Chief
SUBJECT: Purchase of Computer Aided Dispatch/lIobile Data Computer Systems
REFERENCES: .
1. MIS Division ilemo 95-10, subject as above, dated November 2, 199.
2. MIS Division vlemo 95-10, subject as above, dated November 15, 1995
PURPOSE: This memorandum is provided to secure Council acceptance of the bids of
Motorola, Inc., Dictaphone Corporation, and MOWCO Corporation to furnish equipment for the
modernization of the consolidated emergency services communications center.
BACKGROUID: NIIS Division Memo 95-10 and 95-15 be?an the process of acquisition of
equipment, software, and services to modemize public safety dispatch, records, and
communications operations. Council, on November 6, 1995, approved contracts for mobile data
computers and associated radio frequency equipment, electronic dispatch consoles, and
computer-aided dispatch and records software. On November 20, Council approved the
acquisition of the IBM AS/400 computer on which to run the newly acquired software.
Since November, a?reement has been reached with the Macon County Sheriffs office on
communications center consolidation, the AS/400 computer has been installed, individual CAD
workstations have been purchased, and training, data conversion, and electronic map conversion
have begun. Renovation and e;cpansion of the communications facility will begin in the near
future, to be completed in late July. Project management responsibilities passed from the
Management Services Department to the Police Department in May. We now project that the
new dispatch facility, usin the new software and computers for dispatch and records, will go
on-line in early November and that Mobile Data Computers will go on-line in the Spring of
1997. This phased implementation is a change from the schedule previously briefed to you; it
was adopted for operational reasons, to enable us to better cope with the inevitable confusion
which results from any procedural change of this magnitude.
