AGREEMENT <br /> WHEREAS, the City of Decatur, Illinois, desires to cooperate with the Macon <br /> County Soil and Water Conservation District to encourage, promote and establish <br /> good soil and water conservation practices in the Lake Decatur Watershed area to <br /> keep the soil on the land and out of the Lake. <br /> NOW, THEREFORE, IT IS AGREED by and between the District and the City as <br /> follows: <br /> 1) The term of this Agreement is for twelve (12) months, commencing May 1, <br /> 1996, and ending April 30, 1997. <br /> 2) Ninety (90) days prior to the expiration of said term, the City will consider <br /> renewal of the Agreement for an additional one-year term. <br /> 3) The District will, when submitted in a timely manner, provide to the City <br /> research, review and recommendations for the Upper Sangamon River (Lake <br /> Decatur) Watershed Planning Committee, and subcommittee activities, watershed <br /> nitrate management alternatives, City water well field activities, and other City staff <br /> requests. The City recognizes that the recommendations may require District Board <br /> approval. <br /> 4) The District will plan and present at least twelve soil and water conservation <br /> public education programs and promotions during said term. The programs will be <br /> directed at both urban and rural landowners in the Lake Decatur Watershed. <br /> 5) The City will pay to the District in twelve equal monthly installments during <br /> said term the total sum of$72,000. <br /> 6) The District shall apply said sum to administrative expenses, employment of a <br /> full-time Lake Decatur Watershed Specialist, a full-time Soil Conservation <br /> Technician, and to soil and water conservation education programs and promotions. <br /> 7) The District shall prepare and submit to the City quarterly reports showing the <br /> amounts, application, and manner of use of funds paid to it by City, and shall permit <br />
