c � <br /> CITY OF DECATUR, ILLINOIS <br /> DECATUR PUBLIC TRANSIT SYSTEN! <br /> INSTRUCTIONS TO INTERESTED FIRMS <br /> DESCRIPTION <br /> Decatur is a community of 83 , 885 persons located in Central <br /> Illinois . The city comprises a land area of 44 square miles or <br /> 1, 906 residents per square mile. It is basically a "blue collar" <br /> community with such industries as A.E. Staley Manufacturing <br /> Company; Archer-Daniels-Midland; Firestone; Mueller Co. ; Wagner <br /> Castings; and Caterpillar Tractor Company located here. <br /> Approximately 15 percent of the population is comprised of <br /> minority persons . <br /> Municipal government is the City Manager/Council form with <br /> an appointed City Manager and an elected Mayor and six Council <br /> members . The Department of Community Development has direct <br /> responsibility for the transit system. The transit system was <br /> acquired from a private operator in 1972 and it has been managed <br /> by private firms under contract with the City since that date. <br /> The City owns 26 transit coaches (7-1979 Grumman Flxible' s, <br /> 7-1987 Flxible Metro ' s, and 12-1993 TMC buses) but only operates <br /> 19 during the peak periods of the day. There are 43 full-time <br /> employees, consisting of 27 operators, 8 mechanics, and 8 <br /> administrative staff inembers. The current transit operating <br /> budget is $2 . 1 million. <br /> The Decatur Public Transit System (DPTS) provides bus <br /> service every day of the week except Sunday. The system operates <br /> almost 800, 000 miles annually and carries about 875, 000 <br /> passengers each year. <br /> In addition, DPTS provides specialized transportation <br /> services for the disabled. It not only funds a subsidized taxi- <br /> cab program for the disabled, but it also operates a demand- <br /> responsive, lift-equipped van for wheelchair-bound persons unable <br /> to use the taxi-cab program or the fixed route accessible buses . <br /> SCOPE OF SERVICES <br /> The contract for management services will be for a <br /> three-year period, commencing on July 1, 1996 and ending June 30, <br /> 1999 . <br />
