c � CITY OF DECATUR, ILLINOIS DECATUR PUBLIC TRANSIT SYSTEN! INSTRUCTIONS TO INTERESTED FIRMS DESCRIPTION Decatur is a community of 83 , 885 persons located in Central Illinois . The city comprises a land area of 44 square miles or 1, 906 residents per square mile. It is basically a "blue collar" community with such industries as A.E. Staley Manufacturing Company; Archer-Daniels-Midland; Firestone; Mueller Co. ; Wagner Castings; and Caterpillar Tractor Company located here. Approximately 15 percent of the population is comprised of minority persons . Municipal government is the City Manager/Council form with an appointed City Manager and an elected Mayor and six Council members . The Department of Community Development has direct responsibility for the transit system. The transit system was acquired from a private operator in 1972 and it has been managed by private firms under contract with the City since that date. The City owns 26 transit coaches (7-1979 Grumman Flxible' s, 7-1987 Flxible Metro ' s, and 12-1993 TMC buses) but only operates 19 during the peak periods of the day. There are 43 full-time employees, consisting of 27 operators, 8 mechanics, and 8 administrative staff inembers. The current transit operating budget is $2 . 1 million. The Decatur Public Transit System (DPTS) provides bus service every day of the week except Sunday. The system operates almost 800, 000 miles annually and carries about 875, 000 passengers each year. In addition, DPTS provides specialized transportation services for the disabled. It not only funds a subsidized taxi- cab program for the disabled, but it also operates a demand- responsive, lift-equipped van for wheelchair-bound persons unable to use the taxi-cab program or the fixed route accessible buses . SCOPE OF SERVICES The contract for management services will be for a three-year period, commencing on July 1, 1996 and ending June 30, 1999 .
