CITY COUNCIL MEMORANDUM <br /> NO. 2016-15 <br /> June 27,2016 <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> Amy Waks,Assistant Corporation Counsel <br /> SUBJECT: Amendment to Chapter 47—CONTROL OF ANIMALS, FOWL AND DOGS <br /> RECOMMENDATION: Staff requests that Council pass the proposed ordinance amendment <br /> regarding Chapter 47, Section 3. Currently, the City prohibits the keeping of cattle, sheep, swine or <br /> goats within the City with exceptions for temporary holding for sale, shipment or slaughter but does <br /> allow for keeping of horses or other equine. The ordinance has no requirement of the type of lot <br /> where a horse can be kept nor does it require specific shelter for the horse; of course, the City has an <br /> interest in protecting the health and safety of the animals within our City as well as the peace and <br /> quiet of our citizens. According to the University of Illinois Extension office, the majority of non- <br /> rural municipalities do not allow for equines within city limits. However, to allow for enough <br /> pasture for the equines for their health and to avoid dust, it is advised to have a minimum of one acre <br /> per equine. Therefore, Staff requests that there be a requirement for the size of lot on which a horse <br /> or equine can be kept as well as requiring shelter for the horse or equine. <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> INPUT FROM OTHER SOURCES: <br /> STAFF REFERENCE: Amy Waks, Assistant Corporation Counsel, at 424-2807. <br /> BUDGET/TIME IMPLICATIONS: None <br />
