The Consulting Engineec-expressly acknowledges,recogiiizes and agrees that the only authority to � <br /> approve change orders to this Agreetnent or the Scope oi•Services or the cost(s)therein is with the i <br /> City Council of the City. ' <br /> S�CTION II. BASIC SERVICES <br /> A. STUDY AND REPORT PHASE. <br /> The Consulting Engineer shall: <br /> 1. Cit�s Requirements. Review available data and consult with the City's Rept•esentative to clarify <br /> and define the City's requirements for the Project. <br /> 2. Advise Re ag rding Additional Data. Advise the City's Representative as to the necessity of the <br /> City's providing or obtaining fi-om others data or services of the types described in Section V(C) <br /> in order to evaluate or complete the Project,and act as the City's representative in connection <br /> with any such services. . <br /> 3. Technical Analysis. Provide analysis of the City's needs, planning surveys,site evahiations,and <br /> comparative studies of prospective sites and solutions. <br /> 4. Economic Analysis. Provide a general economic analysis of the City's requirements applicable to <br /> various altecnatives in accordance with economic parameters and assumptions provided by the <br /> City's Representative. <br /> 5. Report Preparation. Prepare a report("Study Report")containing schematic layouts, sketches and <br /> conceptual design criteria with appropriate exhibits to indicate clearly the considerations involved <br /> . and the alternative solutions available to the City of Decatui•. The Study Report shall also set <br /> forth the Consulting Engineer's findings and recommendations with opinions of probable costs <br /> for the Project, including construction cost, cbntingencies,allowances for charges of all <br /> professionals and consultants, allowances for the cost of land and rights-of-way, allowances for <br /> the relocation of utility facilities and equipment if necessaiy, and compensation fot•or damages to <br /> properties and interest and financing charges(all of which are hereinafter called "Project Costs"). <br /> Specific requirements for the Shidy Report are included in E�chibit A, Scope of Services. <br /> 6. Repoi�t Presentation. Furnish paper copies and digital copies of the Study Report in the number <br /> and foi•mat specified in Exhibit A, Scope of Work,and present and review the Study Report in <br /> person with the City as the City's Representative shall direct. The cost of reproduction of the <br /> Study Report shall be considered a reimbursable expense and paid in accordance with Section <br /> V(C) of this Agreement. <br /> 7. Completion Time. The Study Report sha(1 be completed, submitted and accepted by the City's <br /> Representative within the time period set forth in Exhibit C,Project Timeline. <br /> SECTION III. CITY'S RESPONSIBILITIES <br /> The City shall, <br /> A. FURNISH REQUIREMENTS AND LIMITATIONS. Provide all critecia and full information as <br /> to the City's requirements far the Project, including design objectives and constraints, space,capacity <br /> and performance requu-ements,flexibility and expandability,economic paramete�s and any budgetaiy <br /> limitations;and fi�rnish copies of all design and construction standards which the City will requu-e to <br /> be included in the Drawings and Specifications. <br /> Last Revised:04/29/2015 � <br />
