DEPARTMENT OF FINANCIAL MANAGEMENT
RISK MANAGEMENT DIVISION
MEMORANDUM NO. 95-140
November 22, 1995
MEMO TO: Mayor and City Council
FROM: James C. Bacon, 7r., City Manager
Beth B. Couter, Director of Financial Management
Gerard J. Bauer, Risk Manager
SUB7ECT: Flexible SaendinE Program for Police Personnel
Attached please find a resolution amending the City of Decatur's Flexible Spending
Program adoption agreement. The amendment provides for police officer participation in the
program, per the latest agreement between the City and the Decatur Police Benevolent and
Protective Association Labor Committee.
As you know, the Flexible Spending Program allows employees to pay for group
insurance premiums, and unreimbursed medical and dependent care expenses on a pretax basis,
thereby reducing income tax liability and increasing spendable income for participants. Authority
for this widely used benefit comes from Section 125 of the U. S. Internal Revenue Code.
The program has been in effect for management and general service employees since
January 1, 1992, and will be made available to police officers on January 1, 1996. The Risk
Management Division would be glad to answer any questions you might have about this program.
We request your approval of this resolution. Thank you.
attachment
