Johnston, Manager, NIIS Divisiorr�.:,'�� , <br /> Frank Orr, Emergency Communications Manager <br /> SUBJECT: Purchase of Computer Aided Dispatch/Mobile Data Computer Systems <br /> REFERENCE: iVBS Division Memo 95-10, subject as above, dated November 2, 1995. <br /> PURPOSE: This memorandum is provided to secure Council acceptance of the bid of <br /> Integrated Business Systems, Inc. for the purchase of one IBM AS/400 computer and associated <br /> peripherals and system software, for support of the new emergency dispatch center and <br /> police/sheriff and fire records systems. <br /> BACKGROUND: NIIS Division Memo 95-10 began the process of acquisition of equipment, <br /> software, and services to modernize public safety dispatch, records, and communications <br /> operations. Council on November 6, 1995 approved contracts for mobile data computers and <br /> associated radio frequency equipment, electronic dispatch consoles, and computer-aided dispatch <br /> and records software. Included in the same modernization effort are the computers to equip the <br /> communications center to run the new software. Existing software runs on the aging city <br /> mainframe computer at the Civic Center, which is inadequate to run the new software, and is <br /> being phased out in favor of a less costly system.. <br /> Enclosure 1 provides a schematic overview of the total CAD/NIDD system procurement. Items <br /> not color coded are those either already on hand or previously approved by Council for purchase. <br /> Shown in red is the item recommended for purchase by this memo. Items shown in green are <br /> those previously identified to Council in Memo 95-10 which remain in the acquisition process <br /> and will be procured as final design decisions are made. <br /> Enclosure 2 summarizes the competitive bids received for the AS/400 system, as well as the <br /> original price proposed under the prime contractor proposal rejected by Council at the November <br /> 2nd meeting. All bids meet specifications, provide the same installation services, and provide the <br /> same warranty and service levels. There are no qualitative factors which would lead us to <br /> recommend any but the lowest bidder. The Decatur IBM office was invited to bid; they elected <br /> instead to pass the Request for Bid to their authorized remarketer affiliate in Springfield. No <br /> other Decatur businesses are authorized to market the AS/400 line of computers. The lowest <br /> bidder, IBSI, has a successful track record in providing AS/400 materials and services both to <br />
