` � � STATE OF ILLINOIS <br /> � � HISTORIC PRESERVATION AGENCY <br /> HISTORIC PRESERVATION PROJECT AGREEMENT <br /> Project Sponsor: CITY OF DECATUR <br /> Project Number: 17-96-114.604 <br /> Project Title: HISTORIC PRESERVATION SEMINAR <br /> Project Period: Starting- 3/30/96 Ending- 10/31/96 <br /> General Description of Project <br /> Provide education regarding the benefits of historic districts, information on the rehabilitation tax <br /> abatement program, information on home repair, tips on landscaping and possible information on <br /> the National Register process for persons living in the historic district. The seminar will expand <br /> on the information presented at the 1995 seminar. <br /> General Provisions <br /> 1. Obligations of the State shall cease immediately if, in any fiscal year,the State of Illinois Legislature, <br /> the President, or the U.S.Congress fails to appropriate or otherwise make available funds for this <br /> contract. The State will use its best efforts to secure sufficient appropriations to cover this contract. <br /> 2. Historic Preservation Fund grants must conform to the provisions of 18 U.S.C. 1913: "No part of the <br /> money appropriated by any enactment of Congress shall, in the absence of express authorization by <br /> Congress, be used directly or indirectly to pay for any personal service, advertisement, telegram, <br /> telephone, letter, printed or written matter, or other device, intended or designed to influence in any <br /> manner a Member of Congress,to favor or oppose, by vote or otherwise, any legislation or appropriation <br /> by Congress, whether before or after the introduction of any bill or resolution proposing such legislation <br /> or appropriation; but this shall not prevent officers or employees of the United States or any Member of <br /> Congress, through proper official channels, requests for legislation or appropriations which they deem <br /> necessary for the efficient conduct of the public business." <br /> 3. The work to be performed pursuant to this agreement will be completed in accordance with the <br /> Secretarv of the Interior's Standards and Guidelines for Archaeologv and Historic Preservation, the grant <br /> proposal, and the plans and specifications which were submitted to and approved by the Illinois Historic <br /> Preservation Agency. Final products which do not conform to the terms and conditions of this �rant <br /> a�reement or which do not meet the Secretarv of the Interior's Standards and Guidelines for Archaeolo�v <br /> and Historic Preservation will not be reimbursed. <br /> 4. The Illinois Historic Preservation Agency has the absolute right at its discretion(with cause) to <br /> terminate this Agreement and not to render payment for any or all services provided for in this <br /> Agreement upon giving five(5) days prior written notice. The Illinois Historic Preservation Agency has <br /> the absolute right to require repayment subject to the provisions of the Illinois Grant Funds Recovery Act <br /> P.A. 83-640. <br /> 5. The State of Illinois, represented by the State Historic Preservation Officer, or his designee, and the <br /> project sponsor mutually agree to perform this agreement in accordance with the National Re ister <br /> Programs Guidelines(NPS-49), and with the project proposal, terms, promises, conditions, plans, <br /> specifications, estimates, procedures, and assurances submitted by the project sponsor. ANY CHANGES <br /> IN THE SCOPE OF WORK TIMETABLE PRODUCTS OR BUDGET MUST HAVE PRIOR <br /> WRITTEN APPROVAL OF THE STATE HISTORIC PRESERVATION OFFICE. <br />
