R � � RESOLUTION REQUESTING TEMPORARY CLOSING OF A PORTION OF NORTH FRANKLIN STREET � -DECATUR CELEBRATION- WHEREAS, the Decatur Celebration, Inc. is sponsoring a Decatur Celebration festival in the City of Decatur, which event constitutes a public purpose; and, ' WHEREAS, this Decatur Celebration will require the temporary closure of North Franklin Street, a State Highway in the City of Decatur, from East Main Street to Eldorado Street; and, WHEREAS, Section 4-408 of the Illinois Highway Code, 605 ILCS 5/1-101 et se ., q authorizes the State of Illinois Department of Transportation to issue permits to local authorities to temporarily close portions of State Highways for such public purposes. NOW, TI�REFORE, BE IT RESOLVED BY TI� COUNCIL OF TI� CITY OF DECATUR, II.LINOIS: Section 1. That pernussion to close off North Franklin Street from East Main Street to Eldorado Street, as above designated, be requested of the Department of Transportation. Section 2. That this closing sha11 occur during the approximate time period between 6:00 a.m. on Friday, August 4, through 6:00 a.m. on Monday, August 7, 1995. Section 3. That this closure is for the public purpose of a community festival. Section 4. That trai�c from the closed portion of highway shall be detoured over routes with an all weather surface that can accept that anticipated traffic, which will be maintained to the satisfaction of the Department and which is conspicuously marked for the benefit of traffic diverted from the State Highway. Section 5. That the detour route shall be as follows: Cantrell Street to Martin Luther King Jr. Drive to Eldorado Street. Section 6. That the City of Decatur assumes full responsibility for the direction, protection and regulation of the traffic during the time the detour is in effect. Section 7. That all debris shall be removed by the City of Decatur prior to reopening the State Highway. Section 8. That the closure and detour shall be marked according to the Illinois Manual on Uniform Traffic Control Devices. Section 9. That the City of Decatur hereby agrees to assume all liabilities and pay all claims for any damage which shall be occasioned by the closing described above.
