Subject: FTA Operating and Capital Grant Application for FY'96 Upon City Council approval, the attached resolution will authorize the filing of a grant application with the U.S. Department of Transportation, Federal Transit Administration. Said application will request$450,000 in Section 9 operating assistance for the Decatur Public Transit System for FY'96 (July 1, 1995 thru June 30, 1996). Total eligible operating expenses are estimated at $2,200,000 with the 5tate contributing $990,000 and the remaining $760,000 coming from passenger fares and local revenues. The application will also request $204,800 in Section 9 capital funds for 1 bus, 3 bus passenger shelters, computer equipment, office equipment, and maintenance equipment, such as a generator/alternator tester, a transmission tester, a 10-ton floor jack, and an oil filter crusher. The total cost of the capital items will be $256,000, with the State funding the remaining 20% share not funded by the FTA. The application assumes a 30% reduction in federal mass transit operating assistance with an adjustment made for some carryover funds. However, it will probably be October or November before it is known exactly what the appropriation will be for FY'96.
