Either the City or the Agency may terminate the <br /> agreement at an earlier date by giving the other party written notice of <br /> termination. Unless the notice is rescinded, the agreement shall be terminated <br /> 90 days after the day it is received. <br /> 10. Modifications to this document may be made by amendments signed by both <br /> parties. <br /> 11. The City will allow the Agency to inspect at all reasonable times in accordance <br /> with 415 ILCS 5/4(d) (1992) [I11. Rev. Stat. 1981, ch. 111 1/2, par. 1004(d) ] <br /> all permit files held by the City regarding issued permits or permit <br /> applications and plan documents and to inspect the permitted facilities. <br /> 12. If a decision of the City regarding a permit issued or denied under these <br /> regulations is appealed pursuant to Section 40 of the Environmental Protection <br /> Act 415 ILCS 5/40 (1992) [I11. Rev.
