(2) Communications, including telephone, telegraph, postage, parcel post, and • freight, package express and Railway Express. General o�ce supplies, reproduction, including, but not limited to, photographs, prints and offset work. Rental of equipment owned by the PLANNING AGENCY at established rates but exclusive of profit. This may include, but not be limited to, specialized cartographic equipment and miscellaneous office machines. (3) Expenses for materials necessary to carry out the work shall be reimbursed. Receipts for materials shall be retained. The PLANNING AGENCY shall be reimbursed for indirect salary costs, indirect non- salary costs and overhead. ' Before submitting invoices to the DEPARTMENT for payment, the PLANNING AGENCY shall submit for approval the following to the DEPARTMENT. (a) The method used by the PLANNING AGENCY to segregate and accumulate the costs related to direct salary and to segregate and accumulate the indirect (or overhead) costs. (b) The established practice to be used by the PLANNING AGENCY in the allocation of these costs to the work elements of the Unified Work Program. 21. The DEPARTMENT will use its best efforts to secure payment for the services furnished and expenses incurred under this AGREEMENT within sixty (60) days after receipt of such complete and approved invoices from PLANNING AGENCY. Payment will be made in the amount earned to date of invoice less previous partial payments. (a) Final payment shall be made upon determination by the DEPARTMENT that all requirements under this AGREEMENT have been completed, which determination shall not be unreasonably withheld. Such final payment will be made subject to adjustment after completion of an audit of the PLANNING AGENCY's records as provided for in this AGREEMENT. (b) All recordkeeping shall be in accordance with sound accounting standards. 22. The PLANNING AGENCY shall comply with all applicable provisions of state and federal constitutions, laws, regulations and judicial orders pertaining to nondiscrimination and equal employment opportunity including but not limited to: (a) the Illinois Human Rights Act, as now or hereafter amended (775 ILCS 5/1-101 ��); (b) Article VI of the regulations of the Illinois Department of Human Rights (56 III. Admin. Code 2520, Subpart fl, which clause is hereby incorporated by reference; (c) "AN ACT to prohibit discrimination and intimidation on account of race, creed, color, sex, religion, physical or mental handicap unrelated to ability, or national origin in employment under contracts for public buildings or public works." (775 ILCS 10/1 e� sea.). 23. The PLANNING AGENCY shall comply with Title VI of the Civil Rights Act of 1964, and Title 49, Code of Federal Regulations, part 21. 6
