(2) Communications, including telephone, telegraph, postage, parcel post, and <br /> • freight, package express and Railway Express. General o�ce supplies, <br /> reproduction, including, but not limited to, photographs, prints and offset <br /> work. Rental of equipment owned by the PLANNING AGENCY at <br /> established rates but exclusive of profit. This may include, but not be <br /> limited to, specialized cartographic equipment and miscellaneous office <br /> machines. <br /> (3) Expenses for materials necessary to carry out the work shall be <br /> reimbursed. Receipts for materials shall be retained. <br /> The PLANNING AGENCY shall be reimbursed for indirect salary costs, indirect non- <br /> salary costs and overhead. ' <br /> Before submitting invoices to the DEPARTMENT for payment, the PLANNING <br /> AGENCY shall submit for approval the following to the DEPARTMENT. <br /> (a) The method used by the PLANNING AGENCY to segregate and accumulate the <br /> costs related to direct salary and to segregate and accumulate the indirect (or <br /> overhead) costs. <br /> (b) The established practice to be used by the PLANNING AGENCY in the allocation <br /> of these costs to the work elements of the Unified Work Program. <br /> 21. The DEPARTMENT will use its best efforts to secure payment for the services <br /> furnished and expenses incurred under this AGREEMENT within sixty (60) days after <br /> receipt of such complete and approved invoices from PLANNING AGENCY. Payment <br /> will be made in the amount earned to date of invoice less previous partial payments. <br /> (a) Final payment shall be made upon determination by the DEPARTMENT that all <br /> requirements under this AGREEMENT have been completed, which <br /> determination shall not be unreasonably withheld. Such final payment will be <br /> made subject to adjustment after completion of an audit of the PLANNING <br /> AGENCY's records as provided for in this AGREEMENT. <br /> (b) All recordkeeping shall be in accordance with sound accounting standards. <br /> 22. The PLANNING AGENCY shall comply with all applicable provisions of state and <br /> federal constitutions, laws, regulations and judicial orders pertaining to <br /> nondiscrimination and equal employment opportunity including but not limited to: <br /> (a) the Illinois Human Rights Act, as now or hereafter amended (775 ILCS 5/1-101 <br /> ��); <br /> (b) Article VI of the regulations of the Illinois Department of Human Rights (56 III. <br /> Admin. Code 2520, Subpart fl, which clause is hereby incorporated by reference; <br /> (c) "AN ACT to prohibit discrimination and intimidation on account of race, creed, <br /> color, sex, religion, physical or mental handicap unrelated to ability, or national <br /> origin in employment under contracts for public buildings or public works." (775 <br /> ILCS 10/1 e� sea.). <br /> 23. The PLANNING AGENCY shall comply with Title VI of the Civil Rights Act of 1964, and <br /> Title 49, Code of Federal Regulations, part 21. <br /> 6 <br />
