The cost principles of this AGREEMENT are governed by the cost principles found in <br /> = Title 48, Code of Federal Regulations Subpart 31; and all costs included in this <br /> AGREEMENT are allowable under Title 48, Code of Federal Regulations, part 31. <br /> 25. By signing this AGREEMENT, the PLANNING AGENCY is providing certification <br /> regarding debarment, suspension, and other responsibility matters described in <br /> APPENDIX E. <br /> 26. This AGREEMENT and PLANNING AGENCY's obligations and services are hereby <br /> made and must be performed in compliance with all applicable federal and state laws. <br /> This AGREEMENT shall be construed in accordance with the laws of the State of <br /> Illinois. <br /> 27. The PLANNING AGENCY certifies compliance with Section 319 of Public Law 101-102 <br /> covering government-wide restrictions on lobbying as described in APPENDIX G. <br /> 30. The PLANNING AGENCY assures that the control, utilization and disposition of <br /> property or equipmen# acquired using federal funds is maintained according to the <br /> provisions of A-102 Common Rule. <br /> 31. The PLANNING AGENCY certifies that it has a written sexual harassment policy as <br /> required by 775 ILCS 5/2-105(A)(4). <br /> 32. The PLANNING AGENCY certifies that neither it nor any substantially-owned affiliated <br /> company is participating or shall participate in an international boycott in violation of the <br /> provisions of the U.S. Export Administration Act of 1979 or the regulations of the U.S. <br /> Department of Commerce promulgated under that Act. <br /> 33. The PLANNING AGENCY shall provide the DEPARTMENT with a Line Item Budget for <br /> the PLANNING AGENCY's total program, such budget to be separated into total direct <br /> cost and indirect costs. The Line Item Budget shall cover the terms of this <br /> AGREEMENT and shall be identified as Appendix H of this AGREEMENT. <br /> 7 <br />
