Project Description and Specifications: <br /> Weatherization-Energy Conservation for Low Income Homeowners <br /> The CDBG Funding request for energy conservation services will be <br /> �used to supplement our Weatherization Funds and to increase low <br /> income homeowners ability to control their energy loss and cost. <br />, Eligible household must meet the following income criteria <br /> established by the Illinois Department of Commerce and Community <br /> Affairs : <br /> Family Size Annual Income <br /> 1 9, 399 <br /> 2 12, 538 <br /> 3 15,738 <br /> 4 18, 938 <br /> CDBG funds will be applied to dwellings of low income homeowners, <br /> residing within the City of Decatur, primarily in low-income areas. <br /> Under the FY 95 Weatherization Program, we are projecting to <br /> complete a minimum of 45 to 50 houses within the city limits of <br /> Decatur. <br /> As the grantee, a comprehensive Whole House Energy Audit must be <br /> conducted on each dwelling to determine the most cost effective <br /> conservation measures . Techniques will provide direct cost <br /> benefits to the family and dwelling unit . The audit was developed <br /> in concert with the University of Illinois and is approved by the <br /> U.S. Department of Energy. The benefit to the Homeowner is <br /> guaranteed because the generated work order is based on a <br /> computerized audit prioritizing measures based on a ratio of <br /> savings to investment . <br /> It is mandated by the Illinois Department of Commerce and Community <br /> Affairs that each dwelling must be assessed and inspected by <br /> qualified technicians that have completed accredited energy <br /> conservation training courses . Each technician must then pass <br /> examination and become certified as Associate Energy Engineers . ' <br /> A reduction in funding for the Low-Income Home Energy Assistance <br /> Program (Utility Assistance) has forced Service Providers to be <br /> resolute in seeking resources for long term energy conservation <br /> solutions which require greater investment of dollars . The need to <br /> conserve energy is there because of the ever increasing cost of <br /> energy. <br /> Low income households have to make difficult choices between <br /> essential basic survival needs, i .e. , perscription drugs, clothing, <br /> food, shelter and related costs. With the cost of energy being 30% <br /> of their income base, long term energy conservation services <br /> becomes even more crucial . <br />
