That the property commonly known as 740 South Webster conveyed to <br /> that person(s)who contracted for the purchase of same from the City of Decatur through the <br />', City's Homestead Program, the Council finding that the provisions of said contract has been <br /> substantially complied with by said parties, and <br /> SECTION 2.
