_ � <br /> EMER6ENCY SHELTER GRANTS PROGRAM <br /> Program Overview <br /> Under the Emergency Shelter Grants Program (ESGP), the U.S. Department of <br /> Housing and Urban Development has been authorized by Congress to provide funds <br /> for the rehabilitation, renovation or conversion of emergency shelters, for <br /> operational and essential service expenses and for homeless prevention. As a <br /> result, the State of Illinois has been allocated �2,537,000. The Department of <br /> Comnerce and Comnunity Affairs will be making 2 410 150 available to units of <br /> local government on behalf of not-for-profit organizations and/or directly to <br /> private not-for-profit organizations providing homeless assistance. The <br /> difference is maintained by the department for assistance in administerinq the <br /> statewide program. The department will review each proposal and make awards on <br /> a competitive basis. The minimum grant award will be 10 000. The maximum <br /> grant award will be 100 000. <br /> Each recipient of grant funds under the Emergency Shelter Grants Program must <br /> meet the following requirements: <br /> o Supplement Emergency Shelter Grant funds, or demonstrate an attempt to <br /> supplement funds, with an equal or greater amount of funds from other <br /> sources. <br /> � o Ensure that any building improved with grant assistance continues to be <br /> used as a homeless shelter for a specified period. <br /> o Ensure that any rehabilitation is sufficient to make the shelter decent, <br /> safe and sanitary. <br /> o Assist homeless individuals in obtaining appropriate services essential <br /> for achieving independent living such as permanent housing, medical <br /> treatment, mental health treatment, counseling, and other federal , state <br /> and local assistance available for the homeless. <br /> o Ensure that the shelter will administer, in good faith, a policy designed <br /> to ensure that the homeless facility is drug and alcohol free and that a <br /> good faith effort exists to ensure a safe environment in the homeless <br /> shelter. <br /> Costs to the applicant for preparation and submission of the application are <br /> not allowable under the Emergency Shelter Grants Program. <br /> Proposals must be received in the Springfield Office no later than 5:00 P.M. , <br /> April 14, 1995. <br /> An original and three (3) copies are to be submitted to: <br /> Illinois Department of Comnerce and Community Affairs <br /> Housing Development Division <br /> 620 East Adams Street, 5th Floor <br /> Springfield, Illinois 62701 <br />
