PURCHASING AND INTERNAL SERVICES MEMORANDUM
#95 - 60
March 15, 1995
T0: James C. Bacon, Jr. , City Manager
FROM: Deborah M. Perry, Purchasing Supervisor
SUBJECT: Dump TruCk Bid
Attached you will find a bid summary for two single axle
dump trucks to be used by the Street Division of the Public
Works Department. They will replace 1988 model International
dump trucks currently in service.
The State of Illinois awarded a contract to Prairie
International for the purchase of 135 single and tandem axle
dump trucks for the 1996 model year. The City of Decatur is
eligible to piggyback on this contract, along with other local
governmental agencies . To date, Prairie International has
received orders for 100 trucks from other local government
agencies (i.e. : townships, counties, etc. ) .
The City of Decatur mailed specifications to nineteen
companies for two trucks . According to the Municipal Services
Manager, the specifications paralleled the State of Illinois
bid almost 95. The exception between the City of Decatur and
the State is with the plow hook-up configuration and the
stainless steel spreaders . As in the past, the stainless steel
spreaders were requested even though the initial cost is more,
because their useful life can be doubled. The spreaders
currently have a useful life of seven years .
It is difficult for other bidders to compete on just two
trucks as compared to the State which has such a large volume.
Most bidders do not want to take the time preparing a bid if
they know they cannot be competitive.
It is staff recommendation to accept the bid of Prairie
International to furnish two (2) 1996 International 4900 single
axle dump trucks with plow hook-up for $105, 184 and two (2)
Monroe stainless steel salt spreaders MS966RF 304SS for $5, 884
for a total of $111, 068 . 00 .
