Ratekin Assistant Ci En ineer <br /> , h' g <br /> SUBJECT: Engineering Inspection Agreement <br /> Decatur Mass Transit Building <br /> Enclosed for your approval at the March 6, 1995, City Council meetin is a resolution a rovin an <br /> g PP g <br /> agreement for inspection services between the City of Decatur and Blank, Wesselink, Cook and <br /> Associates (BWC). This agreement covers inspection services for the construction of the Decatur Mass <br /> Transit Building. Until this time the City has been providing the inspection of the construction. It was <br /> determined that a more complete inspection of the construction could be provided if the City were to <br /> contract out the remainder of the inspection services. The City currently does not have the available staff <br /> to complete the inspection and other scheduled work. <br /> The City was required to advertise for proposals for the inspection services,because the Mass Transit <br /> project is being funded through the Federal government. The City received proposals from WVP <br /> Corporation and BWC. Three City staff inembers evaluated the proposals based on the respective firm's <br /> qualifications, similar inspection projects and the ability to meet the inspection schedule. City staff <br /> chose the proposal from BWC based upon their knowledge and experience inspecting similar projects. <br /> After BWC's proposal was chosen, the City entered into negotiations with BWC to determine a cost <br /> of the inspection services in accordance with Federal regulations. An agreement was arrived upon and <br /> was forwarded to the Illinois Department of Transportation for approval. The City has recently received <br /> approval from the Illinois Department of Transportation. <br /> The estimated cost to have BWC rovide the ins ection services are $19 629.12. The estimate is <br /> P P , <br /> based on 16 hours of inspection per week for the remainder of the project. The funding for this project <br /> is 80%Federal funds and 20% State funds. <br /> City staff will be available to answer your questions at the meeting. <br /> WAR:cjh <br /> cc: Robert Reed, Transit Administrator <br />
