TENANT CERTIFICATION AND RECERTIFICATION <br /> Tenant eligibility shall be determined by the owner at the time <br /> of occupancy and shall be re-examined and certification sent to <br /> Neighborhood Renewal annually. <br /> TENANT INCOME INCREASES <br /> Tenants who no longer qualify under the Rental Rehab income <br /> restrictions MUST pay not less than 300 of the adjusted monthly <br /> income, as re-certified annually, and the unit must be marketed <br /> to eligible family when vacated. <br /> TENANT AND PARTICIPANT PROTECTIONS LEASE <br /> The lease between a tenant and an owner of Rental Rehab assisted <br /> units must be for at least ONE year, unless by mutual consent of <br /> both tenant and owner. <br /> PROHIBITED LEASE TERMS <br /> Exhibit 3 <br /> TERMINATION OF TENANCY <br /> An owner may not terminate or refuse to review the lease of a <br /> tenant of a unit assisted with Rental Rehab funds except for <br /> serious or repeated violation of the terms of the lease; for <br /> violation of applicable federal, state or local law; or for other <br /> good cause . Any termination or refusal to review must be <br /> preceded by not less than 30 days by the owner' s service upon the <br /> tenant of a written notice specifying the grounds for the action. <br /> MAINTENANCE AND REPLACEMENT <br /> An owner of rental housing assisted with Rental Rehab funds must <br /> maintain the premises in compliance with all applicable local <br /> code requirements . <br /> TENANT DISPLACEMENT <br /> Permanent displacement of any resident due to the rehabilitation <br /> project will NOT be accepted. <br /> ENVIRONMENTAL REVIEW <br /> Neighborhood Renewal Section will be responsible for Environmen- <br /> tal Review assessment on each property assisted. This includes <br />' Historic properties to be reviewed by the Illinois Historic <br /> Preservation Agency. <br /> FAIR HOUSING <br /> Partici ants must follow the Fair Housin ractices shown in Ex- <br /> P 9 P <br /> hibit 4 . <br />
