EXHIBIT 4 <br /> FAIR HOUSING AND AFFIRMATIVE MARKETING <br /> Participating Rental Property Owners <br /> Owners and potential tenants will be informed about Fair Housing <br /> laws and the City' s affirmative marketing policy. Each owner <br /> must adhere to the City' s affirmative marketing procedures and <br /> requirements (e.g. use of commercial media, use of community con- <br /> tacts, use of Equal Housing Opportunity slogan, display of fair <br /> housing posters) . <br /> When a vacancy occurs, place a public advertisement and/or notify <br /> community agencies of the vacancy. <br /> In the event new tenants are placed in the unit without notifica- <br /> tion to appropriate community groups, the owner will be invited <br /> to discuss the issue. A determination will be made whether such <br /> action was done willfully. Upon determining the owner willfully <br /> failed to comply with affirmative marketing requirements, ap- <br /> propriate action will be taken. <br /> Upon determining the owner did not willfully fail to notify the <br /> appropriate community groups, the City will require the owner to <br /> seek guidance from appropriate equal opportunity agencies . <br /> Outreach to inform and solicit proposals from persons in the <br /> housing market area who are not likely to apply for the housing <br /> will include use of community organizations, employment centers, <br /> fair housing groups and housing counseling agencies . <br />
