Newell, Traffic Engineeri����� <br /> SUBJECT: Lake Shore Drive Relocation Study <br /> Attached is a copy of the completed Lake Shore Drive Relocation Study along with an <br /> executive summary. This study began in early 1995 with the general purpose of determining the <br /> options and feasibility of relocating Lake Shore Drive, or its traf�c, just east of Route 51. The <br /> original aim was to provide developable land at the south end of Martin Luther King, Jr. Drive ' <br /> and was expanded to investigate the impacts of reducing traffic in general on Lake Shore Drive. I <br /> The study generally involved the development of relocation or traffic diversion alternatives. <br /> Each alternate was investigated to determine traffic impacts, social impacts and environmental <br /> issues that would come into piay. Cost estimates were generated on those alternates that were <br /> detennined to show promise in accomplishing the overall objectives of the study. All of these <br /> factors were then weighed to deternune the consultant's recommendation. <br /> The study was conducted by Bucher, Willis & Ratliff based in Aurora, Illinois. Funding was <br /> through the Decatur Urbanized Area Transportation Study (DUATS) with 80% Federal money <br /> and 20% City. � <br /> A well-attended public information meeting was conducted in December 1995 to display the <br /> alternatives and gain public comment. A brief summary of the comments received from this <br /> meeting aze attached for your review. In general, the comments voiced concerns over the truck <br /> traffic and high speeds prevalent on Lake Shore Drive. Many concerns centered on how property <br /> owners would be affected in the surrounding area. <br />
