The decrease in delay under Alternatives B or E amounts to less than
$1,000 per year benefit in fuel consumption reduction.
A review of the traffic assignments and capacity analysis also revealed that under scenarios F
through J, sufficient traffic could be diverted from Lake Shore Drive to be accommodated by one
through lane in each direction on Lake Shore Drive, with auxiliary turn lanes at signalized
intersections. The additional existing pavement width could then be turned to pedestrian or bicycle
purposes.
