From the submittal of nine proposals, four were <br /> determined to be superior based on experience, other qualifications and value. The ratings were based on a scale of 0 to 10, with 10 being the highest for any <br /> of the categories listed below. The accumulative totals of all five committee member's ratings <br /> are also reported for your review. <br />
