Bacon, Jr., City Manager <br /> Beth B. Couter, Director of Financial Management <br /> Gerazd J. Bauer, Risk Manager <br /> SUBJECT: Risk-Sharing Agreement with Civic Center <br /> For the past six months, staff has been negotiating with the Civic Center Authority to <br /> incorporate the Civic Center into the City's property, liability, and workers compensation <br /> self-insurance program. <br /> Through a review of legal requirements, excess policy restrictions, and projected cost <br /> impacts, it was deternuned that risk-sharing through the City's self-insurance program would be <br /> both feasible and financiallq advantageous to both entities. <br /> Thus, an intergovernmental agreement was drafted and reviewed by Corporation Counsel, <br /> specifying the details for this anan�ement. A copy of that agreement is attached to this memo, <br /> along with a resolution approving the agreement, for your consideration. <br /> As is outlined in Exhibit B of the document, premium savings for the first year of this <br /> agreement are expected to exceed $12,000. Coverages for the Civic Center will remain <br /> comprehensive under the city's program, and will conform to those provided for a11 other <br /> participants. <br /> The Decatur Civic Center Authority reviewed and approved this agreement at its regular <br /> monthly meeting on October 19, 1994. We recommend that the City Council also approve this <br /> document for the purpose of consolidating insurance coverages, and garnering the savings <br /> afforded by this action.
