. <br /> t , � <br /> �� <br /> . <br /> INTERGOVERNMENTAL COOPERATION AGREEMENT ', <br /> Between City of Decatur, Illinois and <br /> Decatur Civic Center Authority for Inclusion of Authority <br /> in Self-Insurance Program of City <br /> THIS AGREEMENT is between the CITY OF DECATUR, a municipal <br /> corporation organized under the laws of the State of Illinois <br /> ( "City" ) , and the DECATUR METROPOLITAN EXPOSITION, AUDITORIUM AND <br /> OFFICE BUILDING AUTHORITY, a unit of local government organized <br /> under the laws of the State of Illinois ( "Authority" ) . <br /> WHEREAS, pursuant to Article VII, Section 10 of the 1970 <br /> Constitution of the State of Illinois, and, the Illinois <br /> Intergovernmental Cooperation Act (5 ILCS 220/1 et seQ. ) , units of <br /> local government in the State of Illinois may contact between <br /> themselves to obtain or share services and to exercise or combine <br /> functions which either of the units of local government are <br /> authorized by law to perform; and <br /> WHEREAS, pursuant to the terms of the Local Governmental and <br /> Governmental Employees Tort Immunity Act (745 ILCS 10�1-101 et <br /> sect• ) ( "Tort Immunity Act" ) , the City and the Authority as local <br /> public entities are authorized to enter into intergovernmental <br /> contracts for self-insurance purposes (745 ILCS 10�9-5 and 10/9- <br /> 107) as well as protect themselves against liability, property <br /> damage or loss by means including, but not limited to, insurance, <br /> individual or self-insurance, the purchase of claims services and <br /> other means (745 ILCS 10�9-103) ; and <br />
