COMMUNITY DEVELOPMENT MEMORANDUM NO. 94-225 October 14, 1994 TO: Honorable Mayor Erik C. Brechnitz and City Council Members FROM: James C. Bacon, 7r., City Manager George C. Weaver, Director of Community Development Dave Griffiths,Neighborhood Standards Administrator Bill Turner, Building Inspections Superintendent SUBJECT: Emergency Demolition of Unsafe Structures The Neighborhood Services and Inspections Divisions have recently received concerns form several businesses located in the area of the 1100 block North Water concerning dangerous structures. The City has already received a court judgment allowing for the demolition of the buildings at 1139-1151 North Water. During the court proceedings to secure this judgment the owner has already started the demolition project. ', The structures at this time are in a very dangerous state and could possibly collapse due to the unconventional demolition that is in progress. This presents a danger not only to the adjacent properties but to pedestrian and vehicle traffic on North Water Street as well. A stop work order was placed on the buildings on October 13, 1994. City staff has secured a bid for the immediate removal of these unsafe structures that is in line with pre job estimates. It is staffs recommendation that the bid be accepted and the unsafe conditions be abated immediately. An exclusive bid, because of the dangerous condition of the buildings, was solicited from a contractor that stafffelt had the equipment, time and expertise to complete the project in the most expeditious manner for the least cost.
