That the property commonly known as 1515 <br /> North College conveyed to that person(s) who contracted for the <br /> purchase of same from the City of Decatur through the City' s <br /> Homestead Program, the Council finding that the provisions of <br /> said contract has been substantially complied with by said <br /> parties, <br /> SECTION 2 .
