A. PROBLEM STATEMENT <br /> The city of Decatur' s traffic regulatory and warning sign system does <br /> not totally conform with the standards specified in the Manual on <br /> Uniform Traffic Control Devices for Streets and Highways (MUTCD) and <br /> the Illinois Supplement to the National Manual . The Decatur <br /> Department of Public Works prepared an inventory of the existing <br /> signing in the city. This study was completed and computerized as of <br /> March 5, 1993 and updated as of March 7, 1994. The results of the <br /> inventory confirm that the city of Decatur fails to meet the <br /> standards established by the MUTCD and the Illinois Supplement to the <br /> National Manual . <br /> B. BACKGROUND <br /> The city of Decatur is located in Macon County. The population is <br /> approximately 84,000 and the city maintains approximately 426 miles <br /> of roadway. � <br /> Crash data spanning the years 1990-92 is as follows: <br /> Year Fatals Injurv Crashes Property Damaqe Total <br /> 1990 2 1 ,262 2,125 3,389 <br /> 1991 4 1 ,322 1 ,997 3,323 <br /> 1992 8 1 ,419 1 ,753 3,172 <br /> Co PROJECT OBJECTIVES <br /> The primary goal of the proposed sign replacement project is to <br /> correct a portion of traffic sign deficiencies as identified in the <br /> inventory by replacing identified signs (1 ,919) and posts (1 ,758) on <br /> city maintained streets. This goal will bring a portion of the <br /> city' s traffic sign system into compliance with the MUTCD and the <br /> Illinois Supplemental to the National Manual . The city will monitor <br /> the updated signs and will provide for annual maintenance by <br /> budgeting each fiscal year for this specific purpose and continue an <br /> aggressive program of updating the remainder of the system. Funds <br /> allotted through this proposal will be used to update the traffic <br /> sign system and improve the overall roadway safety for the city of <br /> Decatur. <br /> 3111V/1 <br />
